The “banquet” of the leaders of Ho Chi Minh City Banking University in Nha Be, Ho Chi Minh City ended with the death of Dr. Bui Quang Tin, who was falling from the 14th floor shortly thereafter.
Mr. Tin, 44, considered an elite intellectual, studied abroad and returned to work in Vietnam’s banking sector.
Along with working in banking and financial education, Tin is a lawyer of the Ho Chi Minh City Bar Association and is regularly quoted by the press regarding banking issues.
Citing information from the Nha Be District Police Investigation Police Department, state media confirmed that Dr. Tin, member of Ho Chi Minh City Bar Association and lecturer of Ho Chi Minh City Banking University, fell from the 14th floor of New Saigon apartment building, Nha Be district on April 5 and died.
The location where Mr. Tin was killed was said to lie vertically with the railings of D2 apartments. The balustrades of these apartments are 1.2 m high. And, this is the first such incident in New Saigon apartment.
Dr. Tin fell down and died shortly after a meeting and had a meal and a drink with a group of 8 key officials of the Banking University of Ho Chi Minh City, at the apartment of Tran Viet Dung, director of the University’s International Training Institute.
Last year, the education sector also witnessed the mysterious death of Deputy Minister of Education and Training Le Hai An, who fell from the 8th floor, right at the ministry’s headquarters.

Domestic newspaper reported that on the morning of April 5, Mr. Tran Viet Dung – director of the International Training Institute under the Banking University of Ho Chi Minh City – invited a number of university officials to come to his house to a party at an apartment in an apartment building Hoang Anh Gia Lai 3 (Phuoc Kien commune, Nha Be district, Ho Chi Minh City).

During the party, they drank 3 bottles of foreign wine and 12 beers of beer. While drinking, everyone was happy.
Around 12am on April 5, the school principal and Mr. Phung Van Ung were present at Mr. Tran Viet Dung’s house. After that, about 5-10 minutes later, Mr. Nguyen Duc Trung, the assistant principal, went from his apartment (the next block) to the apartment of Mr. Dung. Then people started eating and drinking. Some time later, around 12:30 am to 13:00 pm on the same day, Mr. Tin arrived and participated in lunch with the above people.
Around 16h the meal ends and participants left (in order): Mr. Vu, Mr. Nhan, Mr. Toan, and Mr. Ung. Mr. Nam and Mr. Nguyen were taken down by the elevator by Mr. Dung.
After that, Mr. Dung returned to the apartment to wash and clean the furniture while Trung and Tin continued to sit and talk.
At 17h, the landlord – Dung – said that he had an appointment and told Mr. Trung and Tin to close the door when leaving his apartment (the electronic door lock, just close).
About 20 minutes later, when Mr. Dung was driving on the road, he received a call from Trung who informed him that Tin was dead. Dung immediately returned home.
When Mr. Dung returned to the apartment building, the area was protected by police. The area where Mr. Tin falls is located at the cross-section of the sky well with the building’s elevator.
Around 17:30 pm 5-4, guard of New Saigon Apartment heard the noise in the sky area of D2 lobby (ground floor). Upon examination, a man was found lying motionless, due to his severe injury, he died.
Earlier, Dr. Tin’s status lines on the social network showed his busy schedule and enthusiasm for work and had not shown any signs of depression.
When working with the police, Mrs. Nguyen Thanh Bich, Mr. Tin’s wife said that at the beginning of 2019, Dr. Tin was appointed to be in charge of the communication department of a university and since then, in the course of working, he has suffered very badly. A lot of pressure from many sides. Ms. Bich said, according to her husband, it was due to “group interests.”
Before Tet 2020, Mr. Tin told his wife that he was resigning. Ms. Bich also provided information, Mr. Tin had previously resigned three times but the university’s leadership did not agree. In particular, Mrs. Bich’s report emphasized that her husband told her about receiving threatening messages, such as Vietnamese newspapers published in the past few days.
Ms. Bich mentioned Mr. Nguyen Duc Trung, the last one sitting with Mr. Tin, the same person who used to make Mr. Tin wary and alert. “More than 1 month ago, Mr. Trung called my husband to come to his office. My husband was concerned to the extent that he did not dare to drink the cup of tea that Trung poured, he made another tea for himself,” Ms. Bich said.
Talking to the Lao Dong newspaper, Trung said: “There is no such thing. I do not understand why Mrs. Bich talked about me.” “Mr. Tin has the advantage of having a good relationship with the press and the media. Prof. Tuong Lai, former Director of the Vietnam Institute of Sociology, member of Prime Minister Vo Van Kiet’s advisory group noted that all of them are knowledgeable scientists: “In an recruiting institution selecting officials but only need to belong to a certain faction that is being protected by General Secretary-President Nguyen Phu Trong to implement a process of recruiting personnel, there are no places for righteous, brave and have scientific knowledge and expertise in their field.”
Lawyer Ngo Ngoc Trai, on April 7, posted on his personal Facebook page his opinion that for a fatal case such as that of Bui Quang Tin and potentially murdered, the investigation must be started immediately.
Lawyer Trai emphasized that “Criminal detention should be carried out immediately for at least two men to sit down with Mr. Tin, including the host. Do not leave people outside can communicate with each other or calm down and seek excuses and try to erase the traces or stars.”
Professor Lai recalled the death of Dr. An, whom he thought was “ignored,” and whether Tin’s case would be investigated or not in Vietnam. If officials are killed by accident, such as falling down, more murders will happen even with higher ranking officials.
Professor Lai explains:
“In an anti-democratic totalitarian regime, all are controlled by interest groups led by individuals supported by General Secretary cum President Nguyen Phu Trong.
