In democracies, there is only law that governs both government and society. However, in Vietnam, there are two types of laws, the law for “state officials” and the law for the common people.
Actually in Vietnam there is no aristocracy, but in essence, it is equivalent to the feudal aristocracy. That is the powerful element in the Communist Party. People with low throat are common people. Because in essence, the Communist state is the feudal state in disguise.
In Vietnam, the aristocratic law is the Party charter. This is a law only for Communist Party members, not for the common people. It was made to caress, to protect and to strengthen the Communist Party. For example, Directive 15 stipulates that party members cannot be touched by law until they have been expelled from the Party. The Party Law is a set of laws placed above the country’s law although it is made by the Communist Party too. Because the Party’s law is the law for the nobility, it must stand above the law of the common people. However, dictatorship is the essence of the Communist Party, so the Party’s laws are not made from the wishes of the majority of Party members, but only follow the will of a group of people at the top of the Party’s power, so there is a called a “special rate” so that Mr. Nguyen Phu Trong alone can sit in the seat of General Secretary, despite his age and health.
On March 31, Phan Dinh Trac, Head of the Central Commission for Internal Affairs, held an online conference between the Central Commission of Internal Affairs and the provincial steering committees for anti-corruption and the internal affairs committee of the provincial Party Committee, the City Party Committee to review their works in the first quarter.
