Nguyen Thi Thanh Nhan’s Advanced International Company (AIC) not only performed civil bidding packages in provinces and cities across the country but also carried out arms import deals for Vietnam’s Ministry of Defense. The fraction of General Secretary is attacking AIC, but only allows the state-controlled press to talk about AIC’s civil contracts with local governments. As for the military part of AIC, it is not allowed to be touched by the press, because it involves many national defense secrets.
No one would know about the defense segment of AIC, if there were no foreign press to speak up. Although it was exposed, the Communist government still does not let the domestic press talk about it.
So the question is, when did Ms. Nguyen Thi Thanh Nhan have close ties of defense officials? According to our own information, Nhan infiltrated the Defense Ministry around 2014, when Pham Ngoc Hung took the position of General Director of the General Department of Military Intelligence (General Department II). However, in the period from 2014 to 2016, when Phung Quang Thanh was minister, Nhan’s acquaintance was not strong, and Phung Quang Thanh also wanted big business deals in the ministry to fall into the hands of his faction.
In 2016, Phung Quang Thanh had to leave the ministry and Ngo Xuan Lich succeeded him. Lich and Thanh Nhan had known each other for a long time, so when he took the ministry, plus the relationship between Nhan and the top spy Hung, Nhan planned to bring AIC into the field of importing weapons for the Ministry of Defense.
It is known that receiving the task of importing weapons for the Ministry of Defense from before there were 2 companies. The first company is General Import Export Van Xuan Corporation- a state-owned enterprise, directly under the Ministry of National Defense, whose main business is import and export. In Vietnam, VAXUCO ranks 1st with military importance (weapons import and export) and is the most important company of the Ministry of Defense.
The second company is Defense Economic Technical Industry Corporation (GAET) also belongs to the Defense Ministry, established under Decision No. 3035/QD-BQP dated 23/8/2011. GAET operates in the form of a parent company – a subsidiary, on the basis of reorganizing the Defense Industry Materials Ltd. This is a defense enterprise with multi-industry and multi-field business functions, such as: import and export, trading in materials, equipment, technological lines for defense production and economy; import-export and trading in industrial explosives, blasting services; vocational training and labor import and export; joint venture to produce raw materials for defense industry production and many other important business functions.
These two businesses have business relationships with Russia. However, when the Vietnamese Defense Ministry moved to shake hands with Israel and the West, Ngo Xuan Lich and Pham Ngoc Hung blocked the way for these two businesses and cleared the way for AIC. After AIC jumped in, then, new interest groups formed. From 2016 to 2021, AIC was very active.
It is worth mentioning that, when AIC participated in the field of importing weapons, it was Nhan who performed the role of direct connection with the Israeli Mossad and military contractors. It is because of this role that she had become the person who can control generals in the Ministry of Defense. It was Nhan who negotiated the contract and agreed to the kickback, when the contract was performed, the kickback was paid through the hands of the female owner of AIC Company.
If Nhan is caught, the story will not stop at civil relations, but it will also involve very big figures in the Ministry of Defense. That is the reason why Nhan is best protected, compared to her subordinates who are hiding in the country.
